A new roadmap for sustainable, energy-efficient and climate-resilient cooling

Directorate of Climate Change officially launched Türkiye’s first National Cooling Action Plan

On 23 July 2026, the Directorate of Climate Change of the Ministry of Environment, Urbanisation and Climate Change officially launched Türkiye’s first National Cooling Action Plan (NCAP), providing the country’s first comprehensive roadmap for a more sustainable, energy-efficient and climate-resilient cooling sector. The NCAP was developed through a three-year collaborative process led by the Directorate of Climate Change and supported by the Cool Up programme, in close cooperation with public institutions, industry, financial institutions, academia and international partners. 

The launch marks an important milestone in Türkiye’s efforts to address growing cooling demand while advancing climate action and sustainable economic development. The NCAP reflects a shared vision across a wide range of stakeholders and provides a framework for improving the sustainability and resilience of the cooling sector. 

During the launch event, Mr. Mehrali Ecer, Deputy Director of the Directorate of Climate Change, together with national and international partners, highlighted the importance of sustainable cooling in supporting Türkiye’s climate ambitions, strengthening energy efficiency and improving resilience in the face of rising temperatures. 

From planning to implementation 

The event focused not only on the NCAP itself but also on the next phase of the process: translating strategy into action through coordinated implementation, investment and continued collaboration across the public and private sectors. 

The NCAP provides a foundation for strengthening cooperation between key stakeholders and supports cross-sector knowledge transfer to advance sustainable cooling solutions throughout the country. 

Impact and implications 

Sustainable cooling extends beyond refrigeration and air conditioning. As highlighted during the event, it plays a critical role in: 

  • Protecting people’s health during heatwaves. 
  • Safeguarding food and medicine supply chains. 
  • Improving energy efficiency. 
  • Reducing pressure on electricity grids. 
  • Supporting economic competitiveness. 

The National Cooling Action Plan adopts a holistic approach to addressing these interconnected challenges. It also creates opportunities for capacity building, innovation, skills development and market transformation within Türkiye’s cooling sector. 

Looking ahead 

The Directorate of Climate Change, with the support of partners and stakeholders, has established a roadmap for sustainable cooling in Türkiye. While the launch of the NCAP represents a significant achievement, it also marks the beginning of the implementation phase. Continued collaboration, investment and action across sectors will be central to delivering the objectives of the Action Plan and advancing sustainable cooling in Türkiye.
